Within the DLO Change Programme and subsequently the Defence Logistics Transformation Programme (DLTP) and Efficiency Programme, there was a requirement to capture details of over 1500 projects and their associated benefits delivery for comparison against the DLO Strategic Goal and Gershon targets.
To enable this requirement to be achieved, PowerSteering the Programme Manager (PM) component of the DECS Collaboration Programme (DCP) was, after competition, selected. It is a modern commercial off-the-shelf package and provides project, programme and portfolio management. Hosted on the Defence Electronic Commerce System, it is run on the MOD’s behalf by Capgemini from their Toltec data centre.
Now hosting a significantly reduced portfolio of projects and supporting a streamlined efficiency data capture and reporting process it is being used to support the recording and reporting of the planned, actual and forecast financial benefits associated with efficiency delivery projects across DE&S that will be measured against the Government's Comprehensive Spending Review CSR07 Logistics VFM targets.
PowerSteering is mandated for all DE&S logistics financial efficiency recording. This ensures that benefits are captured in a systematic way and omissions, duplications and mistakes are minimised, with the whole process running efficiently.
To date efficiency savings of £2.1 billion have been captured using the PowerSteering tool.
